As a traditional “land power” in the Middle East, Israel’s maritime policy has not been concerned by the public. However, due to the special geographical conditions of the Mediterranean Sea in the West and the Sea outlet of the Red Sea in the south, its marine policy is gradually known to the public. Since the Israeli government formally put forward the marine strategy in the mid90s, the Israeli government has clarified its marine strategy at three important levels: first, develop its exploitation of offshore natural gas to meet its energy needs; Second, the need to vigorously develop the navy to protect its marine resources; Third, carry out extensive seawater desalination to meet the needs of daily water. This paper will mainly explore the specific connotation of Israel’s marine strategy and the opportunities and challenges it faces.
